Start the quest by entering Morytania, head East through Canafis and keep going until you find a bridge. Make sure to bring your Amulet of Ghostspeak, as you'll be speaking with some ghosts. Across the bridge is the town of Port Phasmatys, however you can't enter without Ectotokens, which must be obtained from the Disciples in the temple north of the town. To obtain Ectotokens you need to combine a pot of ground bones and a bucket of ectoplasm in the fountain in the center of the temple.
Get ectoplasm by using a bucket with the pool of slime under the temple. Grind up bones (any kind of bones) with the grinder on the second floor by putting some bones in it, winding the crank, and then emptying it into a pot. Finally, use a bucket of Ectoplasm with the fountain on the first floor, then talk to a disciple who will give you 5 Ectotokens for every combination of Ectoplasm and ground bones. The best easiest place to get bones is the undead barnyard somewhat north-west of the temple. Get a couple of Ectotokens then go through the ghostly gate.
Now that you're in the Port, you need to find Velorina (she's to the east of the gate). Talk to her and ask to hear the history of Port Phasmatys. Phasmatys was once an important trading port, but Drakens of Morytania noticed their prosperity demanded the blood-tithe from them. The people of Phasmatys gave into the Drakens until a mage or cleric named Necrovarus came to Phasmatys, promising a source of power that he'd been guided to in a vision that would stop even the powerful Drakens.
Under Necrovarus' guidance the people excavated a huge cavern under the temple where they found the ectoplasm, which could indeed be used to defend against the Vampire-Lords. However the ectopower drained away the people's will to live, until through neglect they died and their spirits were released from their bodies. Necrovarus's, for some reason, cast a psychic block that prevented the ghosts from passing into the next life. Now many of the ghosts wish to depart the world, however Necrovarus's spirit cannot be reasoned with. Agree to go talk to him and begin the quest.
Necrovarus won't listen to you anymore than he does his ghostly companions. Go back and talk to Velorina again, she'll tell you that there may be another way to free the ghosts. It seems one of Necrovarus's disciples fled before everyone died of apathy. She's living right next to the Slayer Tower in a little wooden hut. However, she's now a crazy old crone. You'll have to make her some Nettle tea to jog her memory.
Nettles can be found anywhere in the Haunted Woods, just pick some. Now mix it with a bowl of water and heat over a range. Pour the tea into a teacup (cups can be gotten with tea from the Tea Salesman in Varrock). Take it to the crone and she'll tell you she only drinks tea in her special cup. Use the cup of tea on the special cup she gives you, now she'll ask for milk in it. Add some milk to the cup, she will finally accept it and drink it. Now she'll remember her past with Necrovarus and the sad fate of Port Phasmatys.
In order to free the ghosts, you need to be able to command Necrovarus to remove his psychic block. The crone knows of a spell that will do this but she needs Necrovarus's mystic robes, his spell book (the book of Haricanto, and something to help translate it. Ask if there is anything you can do for her, it seems her Son ran off with some pirates and she would like to find him again. She'll give you model of his ship that he made when he was young.
Go back to Port Phasmatys and talk to Velorina. It seems some pirates made off with Necrovarus's book, his robes are still on his body in the upstairs room of the temple. You'll need to find a trader from the East to help translate the book once you have it. When you get one of the items, you can drop it off with the Old Crone at any time.
To get the robes, first talk to the ghost innkeeper and ask if he has any jobs for you. He wants you to take new bed sheets to Robin, the famous archer. Take the bedsheet to the Ectoplasm pool and soak it in ectoplasm, go back into Port Phasmatys and wear the bedsheet (its a disguise! The ghost villagers don't talk to fleshies) talk to the ghost named Graver, he's holding a sign. He'll ask you to get 10 signatures on his petition. Talk to Ghost Villagers until you've got all ten, you might need to pay a few off with Ectotokens. Talk to Graver, who will ask you to present it to Necrovarus. The petition will throw him into a rage that will make him drop his key to the upstairs room where his coffin is. Go upstairs, unlock the door, and search the coffin to get Necrovarus's mystic robes.
To get the book, leave Port Phasmatys and follow the shoreline North-West until you find a old ship crashed on the rocks. Go into the hold and then up the ladder. The old man in the ship was the cabin boy, he's also the Old Crone's son. Talk to him and ask him about the model boat. He remembers making a boat, but it had a flag on it. With silk, a knife, a needle, and a spool of thread in your inventory repair the boat. The Old Man remembers that the colors on the flag were different. If you go up on the deck with the ships wheel and search the mast from different directions while the wind speed is low, you'll find out that the flag's top is blue, the skull emblem is purple, and the bottom half is red.
Remember that you can get dyes from Aggie the Witch by bringing her coins and ingredients in Draynor Village, there is also a purple-dye spawn in Ardougne near the Spirit-Tree. Use the dyes with the ship and color the flag the same as the flag on the wrecked ship (top blue, bottom red, emblem purple). Ask if the model ship is the Old Man's again, this time he will recognize it. You'll ask for the key to the locked chest in the cabin and the Old Man will give it to you. Unlock the chest and search it for the first piece to a map. Next go down into the hold and find unlocked chests, search those also. The chest with the next map piece has a giant lobster (level 38) in it. Kill the lobster and search the chest for the piece. Finally, go back on deck and across the gangplank to the north. Then jump across rocks until you find another chest, search it for the last map piece. Use one piece on another to assemble the map.
The book of Haricanto is buried on Dragon's Tooth isle, a ghost boatman will take you there for 25 Ectotokens, be sure to bring a spade. Right next to the statue of Saradomin near where you get off the boat is an "X" made of stones. Start from there and follow the map instructions, dig once you get to the end. You'll find the book of Haricanto buried there.
To get a way to translate the book you'll need to talk to Ak-Haranu, who hangs around the docks and carries some kind of Katana. He's willing to give you a translation manual for Eastern Languages if you bring him an Oak Longbow signed by the famous bowman Robin, who is currently staying in the Port Phasmatys inn. Go get another set of bedsheets from the Innkeeper and bring them to Robin, then talk to with an Oak Longbow in your inventory and ask him to sign it. Robin doesn't give out autographs, but he's a compulsive gambler and will ask if you want to play Rune Draw with a stake of 25 coins.
Rune Draw works like so; Robin has a bag of 10 kinds of Rune. Each rune has a value between 1 (air) and Nature (9). The death Rune ends the game and makes you lose. Robin, it seems, can't pay up whenever you win. Keep gambling with him until you win 100 coins. At that point, you'll demand that he pay up or you'll tell the ghosts that he's a cheater. He'll now sign the bow for you if you'll forgive his debt. Take the bow to Ak-Haranu and he'll give you the Translation Manual.
Take the manual and (if you haven't already given them to her) the other items to the old crone, make sure you also have you Amulet of Ghostspeak. The Crone will now enchant it, then tell her you've found her son. Now go back to the temple and talk to Necrovarus, command him to allow any ghost that so wishes to pass into the next world. He'll be compelled by the amulet to do your bidding. Go talk to Velorina to get your reward!
The Ectophial will teleport you to the Temple north of Port Phasmatys, to recharge it simple fill it from the Ectofunctus (fountain in the middle of the temple). You will also now be able to enter town without paying the 2 Ectotokens.
